This paper addresses the consequences of Immigration and
Customs Enforcement (ICE) presence in Multnomah County Jail
from the standpoint of community safety. This presence impedes
community policing goals, damages relations with Multnomah
County’s immigrant communities, and may be in violation of
state law.
